Papum Pare District Election Officer (DEO) Lobsang Tsering has appealed to all electors of the district to actively cooperate with booth level officers (BLOs) during the ongoing Special Intensive Revision (SIR)-2026 exercise. The aim is to ensure preparation of a clean, accurate and error-free electoral roll. The appeal was made in view of several challenges encountered by the BLOs during the ongoing house-to-house verification and enumeration form collection process across the district.
A significant number of electors could not be contacted at their registered addresses during field verification. In many cases, the present occupants of the houses were unable to provide any information regarding the whereabouts of the enrolled electors. Tsering further said there were instances where electors continued to retain their names in their native places while simultaneously residing and enrolling themselves at their present places of residence, leading to duplicate enrolments in different polling areas.
Such duplication is not permissible under electoral laws and adversely affects the accuracy and purity of the electoral roll. The DEO also noted that in several cases, the contact numbers linked to electors were either found to be non-functional, switched off or no longer in use, making it difficult for BLOs and election authorities to establish contact for verification and collection of enumeration forms. Taking note of the issues, the DEO has urged all electors to extend full cooperation to the BLOs by promptly submitting their enumeration forms, updating their correct residential details, and ensuring that they are enrolled only at their place of ordinary residence.
Electors have also been requested to immediately contact their respective BLOs in case they have not yet been visited or contacted during the ongoing revision exercise. The DEO further appealed to citizens to inform the BLOs regarding any change in residence, migration or correction required in their electoral particulars, and also update their correct and functional mobile numbers during the revision process. SIR control rooms have been established at the offices of the assistant commissioners in Itanagar and Naharlagun to provide assistance with regard to enumeration form filling, clarification of doubts and resolution of issues related to the revision process.
Tsering emphasized that cooperation from all electors is essential to ensure a transparent, accurate and updated electoral roll in the district. The last date for submission of enumeration forms has been fixed on 16 July.
