The Union Ministry of Home Affairs on Saturday designated 23 men, including Lashkar-e-Taiba (LeT) chief Hafiz Mohammad Saeed’s son-in-law, associated with LeT, Jaish-e-Mohammad (JeM), and other outfits, as ‘terrorists’. This move brings the total number of designated terrorists to 80. The list includes Hafiz Khalid Waleed, son-in-law of LeT chief Hafiz Mohammad Saeed, who allegedly masterminded the June 2016 Pampore attack that killed eight CRPF personnel.

Abdul Rauf, a senior leader of Lashkar since 1999, has also been designated as a terrorist. He allegedly operates under Saeed’s direct command and mobilizes funds and public support for Lashkar under the guise of charitable organizations. Masood Ilyas Kashmiri alias Mufti Masood Ilyas, a close confidant of Maulana Masood Azhar, has been accused of orchestrating the attack on a police checkpoint near the PDP office in Sunjwan, Jammu, in April 2022.

Mohammad Musaddiq alias Doctor, affiliated with JeM, has been accused of facilitating infiltration across the border via tunnels and reconnaissance of strategic locations such as the Ram Janmabhoomi complex in Ayodhya. Mufti Mohammad Asghar Khan alias Abu Saad, head of JeM’s military wing in Pakistan-occupied Kashmir, has been accused of being a key conspirator behind the terrorist attack on the Indian Army camp in Nagrota, Jammu. Hafiz Abdul Shakoor, affiliated with JeM and Harkat-ul-Mujahideen (HuM), has been accused of facilitating the infiltration of Pakistani terrorists for the attack on the Nagrota Army camp.

He participated in the Afghan war during 1995-96 and coordinated terrorist activities with the assistance of the ISI. Abdullah Jihadi, affiliated with JeM, has been accused of facilitating the infiltration of terrorists into the North Kashmir region. Firdous Ahmad Bhat, an Indian national based in Pakistan, has been accused of serving as a launching commander for LeT and facilitating safe passage for foreign terrorists across the Line of Control (LoC).

Ghulam Farid alias Gulshan Kumar, affiliated with JeM, has been accused of serving in the Pakistan Army from 2001 to 2005 and entering India illegally via Bangladesh in 2008. Haroon Rashid Ganai, an Indian residing in Pakistan, has been accused of inciting youths from the Kashmir Valley to join terrorist ranks and supplying arms and ammunition for carrying out terrorist activities. Bilal Ahmed Mir, an Indian currently residing in Muzaffarabad, PoK, has been accused of managing the illicit supply chain of arms, ammunition, and logistics into the Kashmir Valley.

Abid Qayoom Lone, an Indian currently residing in PoK, has been accused of planning attacks on security forces in Jammu and Kashmir and raising funds for LeT. Nazir Ahmed Gujjar, an Indian national residing in Islamabad, has been accused of recruiting local youths to revive terrorist activities in the Doda and Kishtwar regions. Ashfaq Ahmed, affiliated with JeM, has been accused of being in charge of ‘Shuaba Hadith’ and the Al-Rehmat Trust (JeM’s charity wing) in Bahawalpur.

Maulana Imdad Ullah Makki, affiliated with JeM, has been accused of serving as the Amir (chief) of Jaish’s prisoners’ wing (Shoba-e-Aseeran) and heading its legal affairs. Maulana Saifullah Khalid, affiliated with LeT and JuD, has been accused of heading several wings of Lashkar and JuD. In April 2018, the United States designated him as a specially designated global terrorist.

Mohammad Yaqoob, an LeT operational commander based in Islamabad, has been accused of coordinating financial and logistical support for LeT cadres active in the Kashmir Valley. Maulana Yusuf Taibi, a key leader within LeT/JuD, has been accused of being associated with the Al-Qadsia Islamic Center in Lahore. Owais Farooz, an Indian, has been accused of joining the terrorist ranks of LeT after traveling to Pakistan via the Wagah border in 2018.

Qari Yaqub Sheikh, a central leader of JuD, has been accused of contesting the 2018 Pakistani general election as a Milli Muslim League candidate. In August 2012, the United States designated him as a global terrorist. Rana Iftikhar, an alleged close associate of Hafiz Saeed, has been accused of serving as the key manager of finances for the organization’s Kashmir operations.

Wasim Noor Jat, a JeM launching commander, has been accused of being involved in activities related to dropping weapons and ammunition into Indian territory via drones. Mohammad Shahid Faisal, an Indian, has been accused of being the handler behind the 2012 Bengaluru LeT conspiracy case and the 2013 Nanded LeT case. The Centre has alleged that these individuals have been involved in various terrorist activities, including planning and executing attacks, facilitating infiltration, and mobilizing funds and public support for terrorist organizations.
