The East Kameng district administration has adopted a time-bound, multi-sectoral plan for scientific waste management to effectively implement the Solid Waste Management Rules, 2026 and comply with the Supreme Court directives. This decision was made during a meeting held in Seppa on Wednesday. The district administration had convened a coordination meeting on Tuesday to sensitise line departments, Urban Local Bodies, Panchayati Raj Institutions, and community representatives to ensure effective implementation of the SWM Rules, 2026 and compliance with the directives of the Supreme Court.

Major decisions taken during the meeting included the implementation of four-way source segregation, strengthening urban waste processing systems, organizing e-waste management, and bringing bulk waste generators over 100 kg under the extended producer responsibility framework. Four-way source segregation will be implemented through decentralised collection points, with dedicated collection facilities to be established in Seppa, Chayangtajo, and Bameng. Every Gram Panchayat will identify at least one cluster-level waste collection point.

The meeting also decided to intensify the ‘Reduce, Reuse and Recycle’ campaign and impose penalties on violators to curb plastic pollution in rivers and public spaces. Commercial establishments generating over 100 kg of waste per day will be brought under the Extended Producer Responsibility framework. The administration reaffirmed the implementation of the ‘Polluter Pays’ Principle and said that the district magistrate may disconnect water and electricity supply to commercial establishments that persistently violate statutory waste management norms.

The participants further decided that functional SWM assets created under the Swachh Bharat Mission will be transferred to Gram Panchayats. To strengthen public participation and ensure sustainable operations, the meeting decided to organize weekly cleanliness drives across Seppa township area involving government departments, market committees, educational institutions, and community volunteers. Additionally, the meeting resolved to improve user fee collection by directing government employees to clear outstanding dues, issuing public recovery notices, and introducing a transparent digital payment system.

Furthermore, colony cleanliness committees will be constituted, and a feasibility plan will be prepared in collaboration with the ArSRLM to engage women’s self-help groups in user fee collection, waste segregation, and MRF operations. Deputy commissioner Yashaswini B directed all implementing departments, member secretaries, and local authorities to ensure the timely execution of the resolutions. Fortnightly progress reports have been mandated to monitor implementation and ensure full compliance with national environmental regulations and Supreme Court directives.
