Security forces in Assam have foiled a major terror plot with the arrest of two alleged cadres of the ULFA(I) in Tinsukia district. The operation was carried out in the Jagun area under Lekhapani Police Station, led by Tinsukia Additional Superintendent of Police Mrinmoy Das, under the supervision of Superintendent of Police Mayank Kumar. The arrested men have been identified as SS 2nd Lt. Siyor Asom alias Humenjyoti Baruah and SS 2nd Lt. Manoj Asom alias Papu Moran, both residents of Tinsukia district.
According to police, preliminary investigation suggests the duo had been tasked by the ULFA(I) leadership to carry out indiscriminate attacks on civilians in Tinsukia town with the objective of creating panic and disrupting law and order. Officials also alleged that the planned attack bore signs of support from external elements seeking to destabilise the region. A large cache of arms, ammunition, and other materials was recovered from the cadres’ transit camp, including two AK-56 assault rifles, 172 rounds of live ammunition, two hand grenades, a medical kit, backpacks, cash, and food supplies meant for prolonged jungle survival.
Investigators further alleged that the two cadres were involved in several insurgency-related incidents, including the attack on the Kakopather Army camp on October 17, 2025, the assault on the Assam Police Commando Camp on March 21, 2026, and the kidnapping of an employee of a stone-crusher unit in Jagun on October 23, 2024. Following the arrests, Lekhapani Police registered Case No. 42/2026, and the accused have been booked under relevant provisions of the Bharatiya Nyaya Sanhita, the Unlawful Activities (Prevention) Act, the Arms Act, and the Explosive Substances Act. Police said further investigation is underway to identify other members of the network and ascertain the full scope of the alleged conspiracy.
